A BILL to amend article eight, chapter eighteen of the code of West Virginia, one thousand nine hundred thirty-one, as amended, by adding thereto a new section, designated section four-a, relating to education; compulsory attendance; and additional duties of attendance director and assistant directors that focus on the elimination of nonattendance of primary students.

Be it enacted by the Legislature of West Virginia:
That article eight, chapter eighteen of the code of West Virginia, one thousand nine hundred thirty-one, as amended, be amended by adding thereto a new section, designated section four- a, to read as follows:
ARTICLE 8. COMPULSORY SCHOOL ATTENDANCE.


§18-8-4a. Additional duties of attendance director and assistant directors that focus on the elimination of the nonattendance of primary students.

In addition to the duties of the county attendance director and the assistants set out in section four of this article, they shall diligently promote regular school attendance of primary students and engage in a program or study that focuses on the causes of the increasing nonattendance of primary students and the elimination of that nonattendance.
In connection with their duty to eliminate the nonattendance of primary students, the county attendance director and assistant directors shall prepare a report for submission by the county superintendent to the state superintendent of schools on school attendance by primary students, at such times and in such detail as may be required; also, file with the county superintendent and county board of education at the close of each month a report showing activities of the school attendance office and the status of eliminating nonattendance of primary students in the county at the time. A year-end report shall also be filed with the Legislature, no later than the thirty-first day of January of each year.



NOTE: The purpose of this bill is to require attendance directors and assistant directors to focus on the elimination of the nonattendance of primary students.
